tulsaworld.com: Highway Patrol says chase was 'not a pursuit,' cites Open Records Act exception to deny documents

In denying public release of its vehicular chase policy, the Highway Patrol cites an exception in Oklahoma open records law that applies only to itself. The exemption states that the agency shall keep confidential “policies, procedures, and operations ... tactical in nature.”
